Project leaders had to find a way to "compensate" for killing thousands of fish every year. Plans were drawn up to flood 900 acres of farmland in Gloucestershire, on the banks of the Severn, to create saltmarsh habitats for breeding fish.

John O'Connell, chief executive of the TaxPayers' Alliance think tank, said: "It's an absolute disgrace that ministers have burnt through an extra £100m on top of what the inquiry itself has already spent.
"The FAA briefly slowed and diverted aircraft around the area where space vehicle debris was falling. Normal operations have resumed," it said in a statement.
